Everyone, no matter their financial situation, deserves a clean, safe, and beautiful place to live. The Housing Division provides low- to moderate-income residents with additional help when:

• making repairs to an existing home, or
• implementing green-building practices.

The Housing Division also works closely with other local agencies on affordable housing, to develop opportunities for eligible families through financial assistance loans.

Notice of Funding Availability (NOFA)

Affordable Housing Development

The City of Stockton Economic Development Department has issued a Notice of Funding Availability (NOFA) to announce the availability of approximately $16.1 million in funding from local, State, and Federal funding sources to develop affordable housing projects by eligible affordable housing developers.

The City of Stockton is seeking proposals for the acquisition, construction, rehabilitation/conversion of permanent financing needs associated with the development of affordable multi-family rental housing projects of 12 units or more. More information, including specific details regarding eligible project types and uses may be found on the NOFA. Applications will only be accepted online through the Stockton Neighborly portal.

CDBG Property Acquisition

Notice of Funding Availability (NOFA) to announce the availability of approximately $1,500,000 in funding from the annual Federal Community Development Block Grant (CDBG) for the purpose of property acquisition that will lead to the development of affordable housing. Eligibility and requirements include:

• Nonprofit Housing Developers
• Real property voluntary acquisition
• Properties must be within the city limits of Stockton, CA.

Prohousing Designation & Pilot Program Funding

The City of Stockton has been awarded the “Prohousing Designation” from the California Department of Housing and Community Development (“HCD”). Out of 539 eligible cities and counties, the City of Stockton was one of only 22 municipalities and has been recognized for its strategies and policies that increase the affordable housing supply, based on the City's:

• 100% density bonus that exceeds State standards,
• allowance of duplexes “by-right” in single-family residential zones,
• streamlined project reviews, and
• the Citywide Affordable Housing Development Fee Exemption Program, which reduces the financial burden of developing affordable housing.

Housing and Urban Development (HUD) Grants

The City receives annual grant funding from the US Department of Housing and Urban Development (HUD). As a requirement for receiving the funds, the City must collect input from the public on how to address community needs and develop a five-year consolidated plan. Following the development of the consolidated plan, the City is required to develop annual actions plans that detail the goals, objectives, and performance measures for specific programs that address the consolidated plan and utilize HUD funds. At the end of performance year, the City must report on the activities in the Consolidated Annual Performance and Evaluation Report (CAPER), which describes the City's overall performance in meeting its goals and objectives for Federal Grant Entitlement Programs under the U.S. Department of Housing and Urban Development (HUD).
