Development Code and Design Standards Update
Stockton is updating its Development Code and Design Guidelines to create user-friendly zoning and design standards. These will help to implement the General Plan, shape growth, and realize the community's vision for investment, preservation, and safety. The new standards will cover various subjects and complement each other.
(NEW) Revised Development Code
After numerous workshops, interviews, studies, and meetings with City staff, drafts of the Development Code divisions can be seen in the Development Code and Design Guidelines Tab below. As stated in the “Dev Code Update Recommendations July 2022” report below, the current Development Code has been condensed from eight Divisions to six Divisions for clarity and to remove redundancy.
The drafts of the Division can be seen below. The comment period for the draft review end Friday March 15, 2024. While you can submit comments up until the hearing, the deadline is to ensure consideration in future drafts.

Timing
For the adoption of the Housing Element, the City anticipates the following timing for the effort:
- Public Outreach and Workshops (August 2022 to Spring 2024)
- Public Draft Reviews (January to April 2024)
- Start of Public Hearing Drafts (May 2024)
- Adoption of Development Code and Design Standards (Summer 2024)
