The Debt and Investments and Cash Management unit of the Administrative Services Department is responsible for three main functions related to the City's financial management.

Cash Management

Work with City departments in the issuance of new City debt including:

Coordination of bond issuance process
Oversight of credit rating agency and investor relations
Recommending investment strategies for debt proceeds
Maintaining required financial disclosure reports
Reporting of debt activities
Rating Information - Publicly-Traded Debt Issued through City and Related Agencies
Capital Financing and Debt Management Policy

Work with External Portfolio Manager on:

Investment strategy development
Trade execution
Credit review
Compliance activities

Investment Policy

Oversee services including:

Cash flow/liquidity forecasting
City's relationships with various financial services providers
Development and implementation of citywide banking policies and services

Internally, management of debt and investments based on cash management for deposit and receipt information upon which:

Investment and cash flow determinations are made
Debt is paid
Financial information is reported as required by federal, state, and City laws and regulations
