Digital Equity Project

The Digital Equity Program will provide internet access to Stockton neighborhoods and community members that are without connectivity because they lack affordable service or devices.

  • 35.7% of Stockton households are without internet access.
  • 8% of Stockton households do not have a computer.

 

Free Computers & Internet Service

The Program will provide 1,550 Chromebooks and 500 tablets to households in certain census tracts and up to three years of cellular service. Training, support, and classes are provided at Stockton Branch Libraries, and include the following:

  • Device orientation and setup
    • Training in English, Spanish, and Khmer, 
  • Internet safety - coaching
  • Digital coaching classes in small groups at Library Branches
  • One-on-one assistance during “drop in” Library Branch program hours

 

Program Availability

The Program will be made available in the following phases:

  • Phase 1: Census Tract 1
    • 60 to 80% of households lack broadband service; identified as the most unconnected census tract in San Joaquin County.
    • Any Stockton household in this census tract qualifies for the Program.
  • Phase 2: Census Tract 3 & 6
    • 40 to 60% of households lack broadband service.
    • Households qualify by self-certifying based on income.
  • Phase 2: Other Qualifying Census Tracts
    • Where 20-40% of households lack broadband service,
      • which includes the following census tracts: 4.01, 4.02, 5, 7, 9, 13, 14, 16, 18, 19, 20, 21, 22.01, 22.02, 23, 24.01, 24.02, 32.10, 32.13, 32.17, 33.05, 33.06, 33.07, 33.08, 33.10, 33.13, 34.04, 33.06, 37, and 38.03
    • Households qualify by self-certifying based on income.
  • Phase 3: All other census tracts
    • 20 to 40% of households lack broadband service. Households qualify by self-certifying based on income.

Timeline

The Program was launched with a device giveaway pilot that will be completed by May 12, 2022.

  • Phase 1: Census Tract 1 (priority access) opens May 13, 2022.
  • Phase 2: Census Tracts 3 & 6 (priority census tracts) and federally funded housing projects opens June 15, 2022.
  • Phase 3: All other addresses within the city limits of Stockton opens July 15, 2022.
