Emergency Solutions Grants Program 

In 1987, the Stewart McKinney Homeless Assistance Act created federal assistance for the homeless through several programs. The Emergency Shelter Grant Program, now known as the Emergency Solutions Grant (ESG),  was the first of the programs funded.  As a Community Development Block Grant (CDBG) entitlement city, Stockton receives a formula allocation of ESG funds each year. 

These funds may be used for rehabilitation or conversion of buildings for use as:

  • emergency shelters for homeless
  • payment of eligible operating and social service expenses for emergency shelter for homeless
  • homeless prevention activities

2017-2018 CDBG/ESG Funding applications are now available.  

  • Deadline to apply: January 13, 2017, by 5:00 p.m.
