Emergency Preparedness is managed by the City's Office of Emergency Services. Responsibilities include disaster preparedness, readiness, response of City departments, and mitigation.

The City plans for and responds to all types of natural and man-made disasters, such as terrorist attacks.  All departments in City government respond to disasters.


Who is in charge?

The Office of Emergency (OES) is headed by the City Manager who acts as the Emergency Services Director.  The Director works closely with the Emergency Services Group, which includes all City department heads.

The day-to-day operation of disaster preparedness and readiness lies with the Assistant Emergency Service Director, a Stockton Fire Department Captain.


What is a disaster?

A disaster can take many forms.  The City OES responds to all kinds of disasters, including:

  • earthquakes,
  • floods,
  • major power outages,
  • major fires,
  • radiological accidents/attacks,
  • chemical accidents/attacks, and
  • biological accidents/attacks.

What happens if/when there is a disaster in Stockton?

When a disaster occurs, the Emergency Services Director meets with the City's Emergency Services Group to prioritize and develop strategies to handle the disaster.  Then the Emergency Operations Center (EOC) is activated and becomes the center of communication and coordination of resources. The Assistant Emergency Services Director coordinates all of the functions within the EOC.


How can you be prepared for a disaster?

When a disaster strikes, you may not have much time to act.  Prepare now for a sudden emergency. using our Personal Readiness checklists to help you get started.


FEMA (Federal Emergency Management Agency) publishes a number of free brochures and checklists for families, kids, persons with disabilities, older Americans, and businesses, in a variety of languages.  Please visit the Ready.gov website to view and print materials that can help you prepare for an emergency, including a form to fill out for your personal contact information and plans for reuniting as a family after a disaster.  A link to this site is available under External Links at the bottom of this page.


Discuss the ideas with your family and prepare an emergency plan.  Post the plan where everyone can see it – on the refrigerator or bulletin board.
