The Special Operations Division is commanded by Captain Aaron Rose. Captain Rose joined the Stockton Police Department in 1992. He served as a Patrol and Community Police Officer, a Field Training Officer, a Bicycle Patrol Officer, and a Traffic Officer.
In 2001, Rose was promoted to the rank of Sergeant. He worked in Patrol and supervised the Field Training Officer Program. He was also a Defensive Tactics instructor and a Department Use of Force expert.
In 2009, Captain Rose became Lieutenant, working as a Watch Commander and Field Training Officer Program Manager. In 2011, he became Captain and command of the Technical Services Division. In January 2015, he took command of the Special Operations Division. Captain Rose holds a Bachelor of Science degree in Criminal Justice Management from Union Institute and University, Ohio.
The Special Operations Division consists of:
- North and South Strategic Operations with focus on long-term strategies for community improvement
- Traffic Section/Downtown Event Coordination
- Downtown Bicycle Patrol
- Neighborhood Services Section/Code Enforcement
- Neighborhood Blitz Teams
The Investigations Division is commanded by Captain Scott Meadors, who joined the Stockton Police Department in 1991. Captain Meadors has served as a Patrol Officer, Community Police Officer, Field Training Officer, and a Narcotics Officer.
He was promoted to Sergeant in 1999 and worked in Patrol, Narcotics, and Internal Affairs. Captain Meadors also supervised the Explosive Ordinance Team (EOD) and is a Drug Recognition Expert.
In 2009, Captain Meadors was promoted to Lieutenant to work as a Watch Commander and manage the EOD Team. In 2011, he was promoted to Captain and command of the Field Operations Division. In 2015, Meadors took command of the Investigations Division.
In addition to Captain Meadors, the Investigations Division is:
- comprised of two Lieutenants, seven Sergeants, 47 Officer, and six civilian personnel
- units for Robbery/Homicide, Child Abuse/Sexual Assault, Domestic Violence, General Crimes, Vice, and Gangs.
Captain Jeff Coon started with the Stockton Police Department in 1989 as a Police Reserve Officer and hired as a full-time Officer in 1990. He worked in patrol as a K-9 Officer and a Field Training Officer. In 1995, he was assigned as a Detective in Robbery/Homicide Unit, until he was promoted to Sergeant in 2000.
As a Sergeant, he was assigned to Internal Affairs and also worked as a Patrol Supervisor, until he was promoted to Lieutenant in 2007. As a Lieutenant, Captain Coon worked as a Watch Commander and Strategic Commander and managed the Field Training Officer Program.
Captain Coon attended Edison High School in Stockton and has a Bachelor of Science degree from CSU Sacramento in Business Administration.
He became a Captain in 2013 and command of the Administrative Services Division. Captain Coon also oversaw Animal Services and the police volunteer programs such as the Police Chaplains, VIPS, and the Sentinel Program. In January 2016, he took command of the Field Operations Division which includes Watch Commanders and Patrol.
Captain Tom Jernigan is the commander of the Administrative Services Division. Captain Jernigan joined the Stockton Police Department in 1990 where he served as a Patrol Officer, Community Police Officer, Bicycle Patrol Officer, Field Training Officer, and Detective in the Child Abuse/Sexual Assault Unit
In 2000, he promoted to Sergeant and served as a Patrol Sergeant, Action Team Liaison to the City Manager, and School Resource Officer Supervisor. In 2004, he became a Lieutenant and served as a Watch Commander, District Commander, Administrative Services Division Commander, and Crisis Negotiations Team Commander.
Jernigan promoted to Captain in 2012 and has commanded the Investigations Division and Field Operations Division, and in January 2016, took command of the Administrative Services Division.
Administrative Services Division consists of:
- two Lieutenant, three Sergeants, and 27 part-time Background Investigators
- hiring sworn and civilian personnel and arrangement of all training needs
- Animal Services, with one manager
The Technical Services Division is commanded by Captain Antonio Sajor, Jr. Captain Sajor joined the Stockton Police Department in 1997. He served as a Patrol Officer, Community Police Officer contract serviced to the Housing Authority of the County of San Joaquin, and as a Narcotics Officer.
He was assigned to the multi-jurisdictional Central Valley California High Impact Drug Trafficking Area Task Force prior to promoting to the rank of Sergeant in 2007. As a Sergeant, he worked in the Field Operations Division and was a K-9 program Sergeant.
He became a Lieutenant in 2011 and served as a Watch Commander, Strategic Operations Commander, manager of the Police Chief's Community Advisory Board, and as the Crisis Negotiations Team Program Manager. Captain Sajor became a Captain in August of 2014 and assumed command of the Special Operations Division. In January 2015, he took command of the Technical Services Division.
Captain Sajor is a graduate of Edison High School in Stockton and has a Bachelor of Science degree in Criminology from California State University, Fresno. He holds a Master's Degree in Security Studies (Homeland Security) from the Naval Postgraduate School in Monterey, CA.
