The Housing Division also works closely with other local agencies on affordable housing, to develop opportunities for eligible families through financial assistance loans.
The City of Stockton Economic Development Department issued a NOFA to announce the availability of approximately $16.1 million in funding from local, State, and Federal funding sources to develop affordable housing projects by eligible affordable housing developers for the acquisition, construction, rehabilitation/conversion of permanent financing needs associated with the development of affordable multi-family rental housing projects of 12 units or more. The deadline to apply was March 15, 2024. The City is no longer accepting applications. Grant recipients will be notified.
2024-2025 Community Development Block Grant and Emergency Solutions Grant
The Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) NOFA was released on December 19, 2023. It is anticipated that the City will receive approximately $700,000 in CDBG funding and $250,000 in ESG funding from the US Department of Housing and Urban Development (HUD). Funds will be awarded to NOFA applicants of qualified organizations to fund eligible public service projects to directly benefit low-income residents in Stockton. The City is no longer accepting applications for this program year. Grant recipients will be notified.
Funding schedule of events:
The City receives annual grant funding from the US Department of Housing and Urban Development (HUD). As a requirement for receiving the funds, the City must collect input from the public on how to address community needs and develop a five-year consolidated plan. Following the development of the consolidated plan, the City is required to develop annual actions plans that detail the goals, objectives, and performance measures for specific programs that address the consolidated plan and utilize HUD funds. At the end of performance year, the City must report on the activities in the Consolidated Annual Performance and Evaluation Report (CAPER), which describes the City's overall performance in meeting its goals and objectives for Federal Grant Entitlement Programs under the U.S. Department of Housing and Urban Development (HUD).
The 2024-2025 Annual Action Plan outlines the programs and activities the City will conduct during the 2024-2025 program year to address the priority goals outlined in the 2020-2025 Consolidated Plan. The 2024-2025 Draft Annual Action Plan is now available for a 30-day public comment period which begins March 15, 2024, and ends April 16, 2024.
