McKinley Park is located at 2332 S. El Dorado Street. The park is 22.3 acres and is the largest municipal park in South Stockton.

Background

  • Proposition 68, which provides funding to the Statewide Park Development and Community Revitalization Program, was passed by voters on June 6, 2018.
  • On July 16, 2019, Council adopted Resolution 2019-07-16-1404-03 authorizing the City to submit a grant application for the McKinley Park and Swimming Pool Renovations Project.
  • The City was successful in competing for the Proposition 68 grant and was awarded $8.5 million for design and construction of park improvements.
  • In addition, the City received $2.7 million in SB129 Budget Act 2021 and $1.8 million in SB154 Budget Act 2022 funding for the project.
  • The City was awarded $750,000 in Round 4 of Transformative Climate Community (TCC) grant funding to add Low Impact Development improvements to an existing  parking lot and to plant trees in the park.

Project Description

Extensive community outreach was conducted when applying for the initial Proposition 68 funds. Community priorities included the following park renovations and improvements: 

  • New picnic shelters, new ball fields, new play area, new restroom, basketball courts, futsal courts, soccer fields, new trees, landscaping and irrigation system modification, path lighting, one parking lot modification, parking lot resurfacing, low impact development improvements to the parking lot, swimming pool and bath house renovations.
  • A project concept plan was prepared by Callander Associates and submitted with the grant proposal to the State.
  • The Project Team includes:
    • Community Services Department
    • Public Works Department
    • Design Consultant – Callander Associates
    • Contractor – Otto Construction

Project Schedule and Status Updates

  • The project was approved and included in the FY 2020-25 Five-Year Capital Improvement Plan. 
  • City Council awarded the design contract on January 26, 2021, to Callander Associates.
    • Design was completed in May 2023.
    • A pre-qualified list of bidders was established to identify contractors qualified to perform the construction renovation of a project of this size and complexity. 
    • The project was advertised for construction in November 2023; two bids were received in December.
    • Award of the construction contract was in February 2024.
    • The park will be closed during renovation; closure will begin the week of April 15, 2024.
    • Construction will begin in April 2024 and completion is anticipated in late 2025.
