Construction & Demolition

The State of California requires all cities to divert 65% of all waste materials from landfills (AB 939). Construction and Demolition (C&D) waste account for about 30% of all waste. Recycling, reusing, and donating all or most C&D waste is essential for meeting State requirements. 

Stockton Municipal Code list all requirements of applicants. 

Process & Forms

Step 1

Ask for a Construction & Demolition Recycling Packet while applying for a building permit or click on the Construction & Demolition Recycling Packet link above and print out the packet.

Step 2 

Fill out the form titled Construction & Demolition Recycling Plan to estimate how much waste your project will generate and determine who you will recycle with or where you will recycle. Submit this form when you are applying for a permit. 

Step 3 

Use the Resource List to help you determine whether you use a permitted hauler or take the waste yourself to a certified recycling facility. Request receipts/tags you will need as proof that you did your part to divert waste. 

Step 4

Fill out the Construction & Demolition Recycling Report and attach all copies of tags/receipts and email, fax, or mail to the contact information listed on the report.

  • Permitted City Haulers
  • Certified Drop Off Recycler Facilities
  • Deconstruction and Demolition Companies
  • Donation Facilities (Roofing and Working Items)
  • Moving (House Structure)

Exemptions

All projects are required to submit a Construction & Demolition Recycling Plan. However, not all projects are held to the 65% Recycling/Reuse standard. For example, 

  • Projects valued at less than  > $20,000
  • Electrical Projects 

 

Industrial Waste Hauling
Industrial waste – such as construction and demolition debris and manufacturer waste – may only be collected and hauled with a valid City-issued Industrial Waste Collector Permit.

There are currently three waste haulers permitted to collect and transport industrial waste within the City of Stockton limits: California Waste Recovery Systems, Republic Services, and Waste Management.
