About the Chief

 Unknown Image Chief Stanley McFadden is the 50th police chief of the Stockton Police Department, which is the 11th most populous city in California and the 58th most populous city in the United States. He has an impressive 31-year career in law enforcement and was appointed in 2022 as the first external police chief and the first black chief in the department's 173-year history. Chief McFadden's commitment to serving and protecting the community and his department is genuinely inspiring. His trauma-informed leadership prioritizes Organizational and Community Wellness. Under his compassionate leadership, Chief McFadden has worked tirelessly to build stronger relationships and foster trust between the police force and the community. He firmly believes that building genuine connections and rapport with the community is the most effective way to prevent and suppress crime while empowering neighborhoods.

Chief McFadden grew up in the San Jose Bay Area and currently resides in San Joaquin County with his wife and family. His passion for finding solutions to people's challenges and struggles inspired him to pursue a career in law enforcement. As a child, he was inspired by first responders and athletic coaches and ultimately sought coaching to strengthen his relationships with the youth.

Chief McFadden started his journey in 1993 with the San Jose Police Department, working on the frontline as a patrol officer for several years. He held street-level assignments in Special Operations, focusing on Gangs and Narcotics suppression in uniformed and undercover capacities. He also had numerous positions in the Investigations Bureau as a detective. Chief McFadden took on increasingly important roles within the department as he climbed the ranks. He implemented several policies, procedures, and initiatives during his tenure there, including the department's Mobile Crisis Assessment Team and Psychiatric Emergency Response Teams. He launched a Silicon Valley Downtown San Jose Visibility Plan to create crime reduction initiatives and sustainable partnerships with business owners. Chief McFadden retired as a Deputy Chief of Police assigned to the Bureau of Field Operations in 2022.

Chief McFadden advocates for ongoing training and professional development within the police force. His compassionate vision and relationship-based approach have earned him the admiration and gratitude of the sworn and professional staff department members he serves with and the communities they serve together. He believes that public safety is the cornerstone of every thriving city and that it is a shared responsibility between the community and its police department. Building a sense of community and trust is essential for a city's economic growth and vitality.

Assistant Chief Joshua Doberneck

Assistant Chief of Police Joshua Doberneck joined the Stockton Police Department in 1997, where he served as a Patrol Officer, Bike Unit Officer, Motor Officer, and Tow Hearing Officer.

Assistant Chief Doberneck was promoted to Sergeant on June 29, 2007, and was assigned as a Patrol Sergeant and to the Professional Standards Section. Assistant Chief Doberneck was promoted to Police Lieutenant on February 1, 2013, where he was assigned to Field Operations as a Watch Commander, the Strategic Operations Section, and also to the Professional Standards Section. Assistant Chief Doberneck was promoted to the rank of Captain on November 1, 2020, where he commanded the Special Operations Section and the Field Operations Section.

On October 1, 2022, Josh was promoted to Assistant Chief of Police. Assistant Chief Doberneck holds a Bachelor's and Master’s degree in Criminal Justice from California State University, Stanislaus, and is a graduate of the FBI National Academy, Class 263.

Deputy Chief Scott Graviette
Operations Bureau 

Deputy Chief Graviette was hired by the Stockton Police Department in August 1999.

As a Police Officer, Scott worked as a Patrol Officer, Officer for the Gang Street Enforcement Team, Vice Detective, and a SWAT Operator.
Scott promoted to Sergeant in 2012, and served as a Patrol Supervisor, SWAT Team Leader, and Vice Sergeant.

He was promoted to Lieutenant in 2016, where he served as a Watch Commander, SWAT Commander, Manager of the Air Support Unit, Commander of the Strategic Operations Division, Commander of the Emergency Services Unit, Administrative Lieutenant for Field Operations, Commander of Special Investigations Section, and Training Manager.

He has earned his Intermediate, Advanced, Supervisory, and Management POST Certificates. Scott holds a Bachelor of Science degree in Criminal Justice from California State University, Sacramento. On December 4, 2022, he was promoted to the rank of Captain and assumed Command of the Investigations Division. 

On February 16, 2023, he was promoted to the rank of Deputy Chief of Police and assumed command of the Operations Bureau.


Deputy Chief Antonio Sajor

Deputy Chief Antonio Sajor, Jr. joined the Stockton Police Department as a police officer in 1997 where he had assignments in Patrol, as a Community Police Officer contract-serviced to the Housing Authority of the County of San Joaquin, and as a Narcotics Officer.

In 2007, Deputy Chief Sajor was promoted to Sergeant where he worked in the Field Operations Division.

In 2011, Deputy Chief Sajor was promoted to Lieutenant and served as a Watch Commander, Strategic Operations Commander addressing community concerns  on crime and blight, was the initial manager of the Police Chief's Community Advisory Board, and the Crisis Negotiations Team Program Manager.

In August 2014, Deputy Chief Sajor was promoted to Captain and commanded the Special Operations, Technical Services, Investigations, and Administrative Services Divisions within the Stockton Police Department. In 2017, Deputy Chief Sajor was awarded the Center for Digital Government's “Best of California, Demonstrated Excellence in Project Management Award" for his leadership role in the successful migration of systems that run the dispatch center and records management systems of the police department. In June 2022, Deputy Chief Sajor promoted to Deputy Chief where he commands the Logistics Bureau which includes the Administrative Services and Technical Services Division. 

Deputy Chief Sajor has earned his Intermediate, Advanced, Supervisory, and Management Certificates from the California Commission on Peace Officer Standards and Training (POST). Sajor holds a Bachelor of Science degree in Criminology from CSU Fresno (1997), and a Master's Degree in Security Studies (Homeland Security) from the Naval Postgraduate School in Monterey, CA (2015).

He is a graduate of the Sherman Block Supervisory Leadership Institute and the California P.O.S.T. Command College. He volunteers on the Principal's School Site Council for the All Saints Academy in Stockton, CA.


Jeanetta McDonald, Police Services Administrator
Administration Bureau

Police Services Administrator Jeanetta McDonald was hired by the City of Stockton in 2005 and joined the Stockton Police Department as an Administrative Analyst in 2006 in the Neighborhood Services Division. She oversaw and tracked data for programs such as the Rental Inspection and Vacant Property Programs.

Police Services Administrator McDonald was promoted to a Senior Administrative Analyst in 2011 in the Police Department’s Fiscal Affairs and Planning Section where she administered the Department’s grants and revenue budgets. In January 2013, she was promoted to Program Manager II and expanded her duties to managing payroll, accounts payable/receivable, and audits. In May 2020, Police Services Administrator McDonald was promoted to Director of Fiscal Affairs and Planning for the Stockton Police Department.

She has earned her Management Certificate from the University of the Pacific and is a graduate of the Stockton Leadership Academy. Jeanetta holds an Associate of Science degree from San Joaquin Delta College and a Bachelor of Arts Degree from Humphreys College.

On October 1, 2022, she was promoted to Police Services Administrator and assumed command of the Administration Bureau which includes Fiscal Affairs & Planning, Neighborhood Services, and the Stockton Animal Shelter.

Police Captains

Captain Kyle Pierce
Special Projects

Kyle joined the Stockton Police Department on November 1, 2005. He served as a Patrol Officer, Gang Street Enforcement Team Officer, Vice Criminal Intelligence Unit Detective, Mobile Force Team member, and a member of the Critical Incident Investigations Team. On October 19, 2014, Kyle promoted to the rank of Sergeant, and served as a Patrol Supervisor, Community Response Team Supervisor, Robbery/Homicide Supervisor, and a Critical Incident Investigations Team Supervisor.

Kyle promoted to the rank of Lieutenant on July 2, 2019, where he served as a Watch Commander, Special Investigations Section Commander, Professional Standards Section Commander, Critical Incident Investigations Program Manager, and the Explosive Ordnance Detail (EOD) Program Manager.

Kyle holds an Associates of Arts degree from Modesto Junior College and a Bachelor of Arts degree from California State University, Stanislaus. He has also earned his Intermediate, Advanced, Supervisory, and Management POST certificates.

On February 16, 2023, Kyle promoted to the rank of Captain and assumed command of the Support Services Division. The Support Services Division consists of the Telecommunications Center, the Records Section, along with the Personnel and Training Sections.  

Kyle is currently serving as the Special Projects Captain for the Office of the Chief of Police.


Captain Larry Lane Captain Larry Lane
Field Operations Division

Larry joined the Stockton Police Department in 2004.

Previously, he served for seven years at the San Joaquin County Sheriffs' Office as a Correctional Officer and a Deputy.

He was assigned to the Field Services Division, where he served as a Patrol Officer, Community Police Officer, Field Training Officer, and a Child Abuse/Sexual Assault Investigator in the Investigations Division.

Captain Lane was then promoted to the rank of Sergeant in March 2012, where he was assigned to Field Services Division - Patrol, Administrative Services – Personnel, and Investigations in the Family Crimes Unit. Captain Lane was then promoted to Lieutenant on December 1, 2017, where he was assigned to Field Operations as a Watch Commander and to the Administrative Services Division in the Personnel Section.

Captain Lane has since promoted to the rank of Captain on June 2, 2022, where he is currently assigned over the Field Operations Division - Patrol.


Captain Jonathan Swain

Jonathan joined the Stockton Police Department in 2004. He served as a Patrol Officer, Community Police Officer, Field Training Officer, and was a member of the Critical Incident Investigation Team.

Jonathan promoted to Sergeant in 2014 and served as a Patrol Sergeant and then as the Department’s Equal Employment Opportunity Officer in the Professional Standards Section.

In 2019, Jonathan promoted to Police Lieutenant and served as a Watch Commander, as the Personnel Manager in the Administrative Services Division – Personnel Section, as a Strategic Operations Commander in the Special Operations Division, and then as the Professional Standards Section Commander. 
On May 4, 2021, Jonathan promoted to the rank of Captain. The Investigations Division is commanded by Captain Jonathan Swain. 


Captain Brad Burrell
Support Services Division

Captain Burrell was hired by the Stockton Police Department on June 26, 2006.

As a Police Officer, Captain Burrell worked as a Patrol Officer, Crisis Negotiations Team member, Critical Incident Investigations Team member, Child Abuse/Sexual Assault Investigator, and Homicide Investigator. He was the recipient of the POST ICI Investigative Excellence individual award in 2013.

He promoted to the rank of Sergeant in 2014, and served as a Patrol Supervisor, Crisis Negotiations Team Supervisor, Emergency Services Unit Supervisor, Critical Incident Investigations Team Supervisor, Personnel Section Supervisor, Recruiting Team Supervisor, and Peer Support Team Supervisor.

Captain Burrell promoted to the rank of Lieutenant in 2018, where he served as Watch Commander, Personnel Section Commander, Wellness Program Manager, Investigations Section Commander, Crisis Negotiations Team Commander, and the Critical Incident Investigations Team Commander. He has earned his Basic, Intermediate, Advanced, Supervisory, and Management POST certificates.

Captain Burrell holds an Undergraduate Certificate in Criminal Behavior and a Bachelor of Science degree in Criminology and Criminal Justice from Portland State University (Summa Cum Laude), and he holds a Master of Arts in Leadership from Saint Mary's College of California. He is also a graduate of the POST Sherman Block Supervisor Leadership Institute, Session 405.

On December 4, 2022, he promoted to the rank of Captain and assumed command of the Field Operations Division.

The History of the Stockton Police Department

In 1850, miners flocked into California in search of gold and the fortune it promised them. 
They came into Stockton, a small tent town with a minimum of laws.  The first jail here was a French brig, the "Susanne," located at Mormon Slough near Center Street.  It was rented to local officials for $300 a month. 
Gold was then worth about $16 an ounce.  Gambling was rampant, so gambling houses were many and anywhere in this makeshift camp. The population was overwhelmingly male and from all walks of life.

The Stockton Police Department was founded August 14, 1850. The first Chief of Police was City Marshal W.W. Willoughby.  The City Marshal was authorized to hire no more than 20 staff at that time. 

On Saturday, August 17, 1850, at one o'clock in the afternoon, the following were sworn as members of the first Police Department of Stockton:

  • Captain John D. Callahan
  • Assistant Captain S.G. Philips
  • Sergeant Samuel Catts
  • Sergeant Philip McClusky
  • Officers: Elihu White, Peter Earl, James Lynch, Charles Thurston, Charles W. Bradford, Thomas Sayer, Samuel Gensler, Lucian Fletcher, Michael Hart, Peter Wood, Henry W. Derby and Alexander Jackson.

The first station house was located at the corner of Center and Market Streets. In February 1861, the City Council created the position of Chief of Police. The annual salary was $900, and the chief would be elected by the public.  On May 6, 1862, George E. Taber was elected the first Chief of Police for the City of Stockton.  In 1886, Stockton Police Officers were required to wear blue uniforms and a six-point star badge. In October 1889, a new uniform was decided upon by the Chief. Each badge cost $5. 
In 1907, the Department had grown to 18 members which included the Chief, Officers, and clerks. The population was around 25,000, and the Police Department handled about 600 cases per year. 

Historical Timeline: 

  • 1849 - City of Stockton is Incorporated; one of the first in the Republic of California.
  • 1850 - Stockton begins with City Marshals and then the first Police Chief is appointed in 1861.
  • 1912 - Traffic Unit with a motorcycle officer begins; one of the first in California. 
  • 1959 - The first Canine Unit on the West Coast begins at SPD. 
  • 1969 - The first Northern California SWAT Team forms; One of the first in the Nation.
  • 1980 - Early Community Policing Principles and Technology Focus at SPD.
  • 1981 - Stockton Crime Stoppers: First Tip-Reward Program in California
  • 1997 - First West Coast Department to implement a Ceasefire Program.
  • 2012 - First Real-Time-Policing on West Coast and one of the first with "Smarter Policing." 
  • 2013 - One of the first Neighborhood Betterment Teams.
  • 2015 - Stockton: The only city in the Western United States for the National Initiative for Building Community Trust and Justice.
  • 2015 - "Principled Policing," is introduced and spreads Statewide.
