Housing and Safety Element
The Housing Element is a component of the Envision Stockton 2040 General Plan, which provides a guiding housing policy for all growth and development within Stockton. The Housing Element must be updated every eight years and is subject to detailed statutory requirements and mandatory review by the State Department of Housing and Community Development (HCD).
(New)Revised Draft of Housing Element
The draft 6th Cycle (2023-2031) Housing Element was circulated to residents, stakeholders, and City departments for comments from April 12, 2023, to May 12, 2023. Based on feedback received, the City revised and submitted the Draft Housing Element to the California Department of Housing and Community Development (HCD) on June 6, 2023. HCD is responsible for reviewing the Draft Housing Element for consistency with State Housing Law before adoption and certification.

(New) Draft Safety Element Updates
State law requires that the City update its Safety Element as a companion to the updated Housing Element. As a part of this work, the City is preparing a Climate Change Vulnerability Assessment and an analysis of Stockton’s evacuation routes.

Relationship to other Shape Stockton Efforts
The Housing Element serves as the policy document for all City efforts pertaining to Housing. This includes the Housing Action Plan, Neighborhood Action Plan, and Development Code efforts. The Housing and Neighborhood action plans will build from the policy work conducted as part of the Housing Element and are intended to be implementation plans for the 2023-2031 Housing Element adoption goals and policies.
Timing
For the adoption of the Housing Element, the City anticipates the following timing for the effort:
- Public Outreach and Workshops - August 2022 to March 2024
- Compliance review California Department of Housing and Community Development (HCD) - May 2023 to 2024
- Adoption of Housing Element and Safety Element - early 2023
- HCD Certification of Adopted Housing Element- Early 2024
